The mother of baby Peter Connelly has been refused parole and faces two more years behind bars.
Tracey Connelly, 33, was jailed in 2009 over the death of the 17-month-old, known as Baby P.
Though released on licence in 2013, she was later recalled to prison in Cheshire after breaching her parole conditions.
At a meeting earlier this month, a three-member panel of the Parole Board ruled that she is still a danger to the public and decided against directing her release.
A spokesman said: "Under current legislation, Ms Connelly will be eligible for a further review within two years. The date of the next review will be set by the Ministry of Justice."
Connelly was jailed indefinitely with a minimum term of five years - including time served on remand - for causing or allowing the death of her son in north London in August 2007.
Her lover Steven Barker and their lodger Jason Owen were also jailed after being convicted by an Old Bailey jury of the same offence.
The case provoked a public outcry. Baby Peter was found dead in his cot having suffered a broken back and fractured ribs.
Peter had suffered more than 50 injuries despite being on the at-risk register and receiving 60 visits from social workers, police and health professionals over the final eight months of his life.
Judge Stephen Kramer said the toddler "died in horrific circumstances" adding: "Any decent person who heard the catalogue of medical conditions and non-accidental injuries suffered by Peter cannot fail to have been appalled."
He described Connelly as a "manipulative and self-centred person" who "actively deceived the authorities" because her priority was her relationship with Barker.
A series of reviews following the case identified missed opportunities when the toddler's life could have been saved if warning signs had been acted upon.
