Ben Stokes has been named in England's Ashes Test squad - despite his arrest for actual bodily harm over an incident at a Bristol nightclub.
England and Wales Cricket Board's Andrew Strauss said Stokes' involvement was subject to a formal investigation.
"The reality is that I'm just beginning to get a bit of a picture about what went on, on Sunday night," said Strauss.
"There is a formal disciplinary process that is in the players' conditions of employment. We need to go through that and follow that process properly," he said.
"I don't think anyone likes to be in these circumstances; we need to make sure that we are doing everything we can to prevent things like this happening in the future," he added.
The all-rounder was dropped for England's fourth one-day international (ODI) against the West Indies after being arrested early on Monday following the team's win the previous day.
The ECB has said Stokes has retained his position as the Test team's vice-captain and Strauss confirmed that the Durham player had fractured a finger and will have further tests to decide if he needs surgery.
He is expected to be fit for the first Ashes tour match on 4 November.
However, batsman Alex Hales, who was also involved in the incident, but not arrested, has not been included in the party to tour Australia.
Stokes was released under investigation without charge after the incident.
In a statement issued on Tuesday, Avon and Somerset Police said: "We were called to a disorder in Queens Road, Clifton, at around 2.35am on Monday (25 September).
"A 27-year-old man was found to have suffered facial injuries and was taken to the Bristol Royal Infirmary for treatment.
"A 26-year-old man was arrested on suspicion of causing actual bodily harm and has since been released under investigation."
England, the holders, face Australia in the first of five Ashes Tests in Brisbane starting on 23 November.
