Public sector pay rises will not be funded by borrowing, says health secretary Steve Barclay
Steve Barclay confirmed the pay awards to workers such as teachers and doctors were to be funded through avenues including an increase to the charge migrants have to pay when they apply for visas and to the levy migrants have to pay to access the NHS.
